TALCB Complaint Portal Launched

The Texas Appraiser Licensing and Certification Board (TALCB) is pleased to announce the launch of the TALCB complaint portal. This simple-to-use tool allows consumers to file complaints directly on the TALCB website.  It also allows consumers to check the status of their complaints online.  In addition, it integrates backend efficiencies for staff, which decreases complaint processing times.  The complaint portal is located on the Filing a Complaint page of the TALCB website.

September in Texas. The month we wish for fall, with pumpkin spice lattes and cooler weather. In reality, we have to wait many more weeks before going outside without melting in the sun. Here’s to the first cold front coming soon.

This September, we remember the 20th anniversary of September 11. And as I listen to that day relived, I relive my own version of the day with the hope that we never experience another day of such despair and sadness. And may we never forget those who lost their lives that day, so many of whom were rushing to care for others.

Newly passed evaluations bill: What appraisers need to know

The 87th Texas Legislature passed House Bill 2533 which allows Texas appraisers to complete evaluations without complying with the Uniform Standards of Professional Appraisal Practice (USPAP).  Prior to this change, Chapter 1103 of the Occupations Code required appraisers licensed or certified in Texas to comply with USPAP when performing an evaluation of real property.  

2021 Legislative Session Overview

Memorial Day was the last day of the Regular 87th Legislative session. While there were several bills filed this session relating to the agency and its license holders, not all of those bills made it through the process.  The following is a summary of bills that passed both houses of the Legislature and have a direct effect on license holders. The agency is currently working on implementing the provisions of these bills.

Appraiser Evaluations Bill

During the 87th Texas Legislative Session this spring, the appraiser “evaluations bill” or HB 2533 was passed. This bill could impact the way some appraisers conduct their work. The Board and staff are currently working on a full overview of the bill and guidelines for license holders. This bill had an effective date of June 14, 2021, more to come soon.

TALCB Complaint Process Updates

The Texas Appraiser Licensing and Certification Board (TALCB) recently amended several rules to allow more transparency in the complaint process. These changes are a result of discussion and consideration of the Board, Board committees, and feedback from stakeholders. The changes include:

Member Mission Moment with Clayton Black

At the May Board meeting, Public member Claton Black shared his thoughts on his time with the Board and the Board's mission. His "Mission Moment" is below:

Fifteen years ago, I moved back to Texas. I wanted to be a part of the community and get involved at the local and state level. I applied for leadership roles in my area and also at the state level. I was fortunate enough to be appointed to the Texas Appraiser Licensing and Certification Board eight years ago. I now have two years left serving with this fantastic group of public servants.

Later this month, we celebrate Memorial Day., when we will honor those who have given their lives for our country.  As we gather with friends and family to kick off summer, I encourage each of you to take a moment to solemnly consider those who did not return from the battlefield and acknowledge the cost of our freedom.

As I think about the 6,000 appraisers in the state of Texas, I find myself hopeful that you all have been able to stay safe and persevere through these last 12 months. I am cautiously optimistic that we are heading into the final phase of this challenging time and that brighter days are ahead. I look forward to the day that I can come to your part of the state, meet you all in person and hear from you directly.

TALCB Receives Appraisal Subcommittee Grant

The Texas Appraiser Licensing & Certification Board (TALCB) has been awarded the State Appraiser Regulatory Agencies Support Grant by the Appraisal Subcommittee (ASC). The ASC has allocated more than $10 million for distribution over three years, with funding provided on an annual basis. This grant is available to all 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, Guam, and the United States Virgin Islands.  In this first year, TALCB was awarded $120,000.
