A Look at the Data on Complaint Investigations

In the last four pages of the Texas Appraiser Licensing & Certification Board’s (TALCB) staff reports is the section on enforcement. For fiscal year 2023 (July ’22–⁠July ’23) less than four percent of license holders were the subject of a formal complaint filed with the Board, less than one percent of license holders received formal discipline, and typically more than 90 percent of complaints received are dismissed.

Former Board Member Clayton BlackThe Texas Appraiser Licensing and Certification Board’s (TALCB) final quarterly meeting of the year opened with goodbyes. The Board recognized Board Member Clayton Black (pictured, right) for his 10 years of service with the agency. Black’s first appointment to the Board was in February 2013.

The Texas Appraiser Licensing & Certification Board (TALCB) met for its third quarter meeting of the year on August 18.

TALCB Commissioner Chelsea Buchholtz was first at the podium with an update on agency operations. Commissioner Buchholtz reminded the Board about the new edition of the Real Property Appraiser Qualification Criteria.

I started at TALCB in the summer of 2020. I was definitely unsure about what I was going to be doing here. I also knew I was only dipping my toe in the work of the Board, because I was completing a remaining term of a member who was leaving.

I’d come to a couple of meetings before my term started, and even after those meetings I still did not know how much work it would be or any insight into what I was going to do. I didn’t realize there was so much that happens behind the scenes, and it is all completed by the support staff here at TALCB.

Appointees Officially Confirmed to TALCB

The Texas Appraiser Licensing & Certification Board (TALCB) is pleased to welcome John H. Eichelberger, III as a new member, and the reappointment of Rolando Castro. Both were confirmed by the Texas Senate on April 26, 2023. Texas Governor Greg Abbott appointed them with terms set to expire on January 31, 2029. 

Rolando Castro

of Cypress, Texas is a director at Cushman & Wakefield, a real estate company. He is also an MAI-designated member of the Appraisal Institute.

TALCB Makes Updates to Mentorship Program, Adopts Rules, and Discusses AQB Exposure Draft

The Texas Appraiser Licensing and Certification Board met last month and appointed Board Member Mark McAnally as secretary with Martha Gayle Reid Lynch re-appointed as vice chair.

TALCB Mentorship Program Updates

The Board approved a new process for appointing new TALCB Mentors yearly. TALCB Mentors work one on one with appraisers required to complete remedial education.

What is the TALCB Mentorship Program?

Texas Appraiser Licensing and Certification Board Mentors are an essential component in ensuring appraiser competency. Mentors are licensed appraisers who have 10 or more years of experience, no disciplinary history, and are certified Uniform Standards of Professional Appraisal Practice (USPAP) instructors or approved instructors for other recognizable appraiser designations.

Annual AMC Registry Reporting Starts in January 2023

Appraisal Management Companies registered with TALCB must complete AMC National Registry mandatory reporting and pay the registration fee by March 31, 2023. AMCs that do not timely comply will not be added to the national registry, resulting in ineligibility to perform services on federally related transactions. In addition, failure to timely comply will result in a late fee of $500 and may result in disciplinary action.
