Board Meeting Highlights: New Federal Education Requirements, REALM Portal Launch, and Rule Updates

At its November meeting, the Texas Appraiser Licensing and Certification Board (TALCB) discussed the implementation of a new federal fair housing education requirement, the upcoming launch of the Real Estate and Appraiser License Management Portal (REALM Portal), and multiple rule amendments to streamline licensing, implement legislation, and reduce barriers to entry.

Online Services Down This Saturday

The Stephen F. Austin Building, where the Texas Real Estate Commission and Texas Appraiser Licensing and Certification Board are headquartered, will undergo a planned power outage on Saturday, November 15, 2025, from 7 a.m. to 6 p.m. CT. During this time, the agency’s online services will be unavailable.

New Leadership, New Rules, and Changes for Texas Appraisers: TALCB August Meeting

The Texas Appraiser Licensing and Certification Board (TALCB) met on August 8, 2025, with a new chair, two new members, and a new vice chair. Packed into their agenda were committee appointments, legislative updates, adopted and proposed rule changes, and a federal requirement that takes effect soon for all appraisers and appraiser applicants.

TALCB Welcomes Two New Members, New Chair, One Reappointment

Governor Greg Abbott appointed two new members to the Texas Appraiser Licensing and Certification Board (TALCB): Tony “Mark” Luna Jr. and Clayton Ripley. Both received Senate Confirmation. He also appointed Board Member R. Chance Bolton as the new Board chair and reappointed Stephanie Robinson, Ph.D. (pictured below).

2024 Year in Review: Federal Recognition, High Marks, and New Offerings

The Texas Appraiser Licensing and Certification Board (TALCB) continues making improvements, meeting goals, and gaining efficiencies. In 2024, the successes of the Board were recognized far beyond Texas. Much of this is due to the leadership of outgoing TALCB Chair Sara Oates, who is concluding her six-year term in 2025.

Annual AMC Registry Now Open

Appraisal Management Companies registered with TALCB must complete AMC National Registry mandatory reporting and pay the registration fee by March 31, 2025. AMCs that do not timely comply will not be added to the national registry, resulting in ineligibility to perform services on federally related transactions. In addition, failure to timely comply will result in a late fee of $500 and may result in disciplinary action.
