AUSTIN, TX – The Texas Appraiser Licensing and Certification Board (TALCB) is pleased to announce the reappointment of Chance Bolton and Martha Gayle Reid Lynch and the appointment of Paola E. Castillo to the Board, with terms set to expire January 31, 2027. Additionally, Lisa J. Rodriguez and John H. Eichelberger, III have been reappointed to the TALCB Appraisal Management Companies Advisory Committee for a term set to expire January 31, 2023.

Paola E. Castillo of Weslaco is a Vice President for Frost Bank. She is treasurer of the Weslaco Lions Club and a board member of the United Way of South Texas. Additionally, she is a Red Coat Ambassador of the Weslaco Area Chamber of Commerce. Castillo received a Bachelor of Business Administration in Accounting from The University of Texas Pan-American and completed the Texas Tech University School of Banking Program.

Mr. Bolton is the Managing Partner of Bolton Real Estate Consultants, Ltd. He is a Texas Certified General Real Estate Appraiser, a licensed Texas Real Estate Broker, and a Candidate for Designation with the Appraisal Institute.Mr. Bolton served in the United States Navy, served on the Board of Directors for the Lake Travis Education Foundation, and as a member of the State Bar of Texas' Law Focused Education Committee.

Martha Gayle Reid Lynch has 30 years of experience in real property valuation, including traditional appraisal services for lenders, developers, attorneys, and condemnation appraising. She holds the MAI designation with the Appraisal Institute, is a Certified General Appraiser in Texas and New Mexico, and is a Texas licensed Real Estate Broker. Martha Gayle received a bachelor's degree from the University of Texas at El Paso.

Lisa J. Rodriguez of San Antonio is the Owner and Operations Manager of South Texas Appraisal Management and Office Manager of Patrick Ingram Appraisals, LLC. Rodriguez is a United States Air Force Veteran, and she is active with the United Services Organization in San Antonio.

John Eichelberger of Houston is an Attorney at Schwartz, Page & Harding, L.L.P. Eichelberger focuses his legal practice on representing municipal utility districts and other special districts as general counsel and bond counsel. Eichelberger received a Bachelor of Arts in Government and International Politics from George Mason University and a Juris Doctor degree from The University of Texas School of Law.

The AMC Advisory Committee advises the Board on all matters related to Appraisal Management Company regulation.

The Board consists of nine members, composed of four certified real estate appraisers and four public members appointed by the Governor to serve staggered two-year terms. The Executive Secretary of the Texas Veterans Land Board is the ex-officio ninth member.
