    The Board met for its regular quarterly meeting on Thursday, February 9th to elect officers, appoint committees and mentors, propose and adopt rules, and consider disciplinary cases. It was a full agenda as usual and staff did a great job of preparing for the many business items we needed to attend to.

  • 2018-19 USPAP Revisions: What has Changed? Part One

    In February 2017, the Appraisal Standards Board (ASB) of the Appraisal Foundation adopted revisions to the Uniform Standards of Professional Appraisal Practice (USPAP) for the 2018-19 edition. This process began with the issuance of a Discussion Draft in January 2016 and was followed by three exposure drafts of proposed revisions to USPAP. The changes adopted by the ASB at its meeting on February 3, 2017, will be incorporated in the 2018-19 edition of USPAP and associated guidance materials.

  • Fee Survey Announced for Appraisers and AMCs

    TALCB has commissioned a survey of appraisers and AMCs in Texas to document fees paid for appraisal reports in 2016.

  • Fingerprints Now Required for Appraisers

  • Governor Appoints New Board Members

    Governor Abbott has appointed five new members to the Texas Appraiser Licensing and Certification Board (TALCB) and reappointed three. James Jefferies and Clayton Black have been reappointed with terms set to expire January 31, 2017. Alejandro Sostre-Odio and Joyce Yannuzzi with terms set to expire January 31, 2019 and Chance Bolton, Tony Peña and Martha Reid for terms set to expire January 31, 2021.

  • Governor Abbott Appoints Four to the AMC Advisory Committee

    The Texas Appraiser Licensing & Certification Board (TALCB) is pleased to announce the appointment of Tony Pistilli and Angelica Guerra to the Appraisal Managment Company (AMC) Advisory Committee with terms to expire in January 2018.  Sara Oates and Larry McNamara were reappointed to the Committee with terms expiring in 2017. The Vice-Chair of TALCB, James Jefferies, serves as the chair of the AMC Advisory Committee.

    “What do you think this property is worth?” All of us who are in the real estate profession have been asked this question hundreds of times.  You try to answer it for a customer or client each time you do a Comparative Market Analysis (CMA) or a Broker Price Opinion (BPO). As a license holder, you are allowed to perform this task in the name of the broker as a distinct service and for a separate fee.

  • Governor Abbott Signs TALCB Legislation

    Governor Abbott has signed the Texas Appraiser Certification Board (TALCB) housekeeping bill, SB 1007 into law. This bill affects many aspects of Chapter 1103 of the Texas Occupations Code, which is the governing chapter for Texas appraisers. Some key changes are described below; to read the bill in its entirety please refer to the Texas Legislature’s website.
