AUSTIN, TX – The Texas Appraiser Licensing Board (TALCB) is pleased to announce Kathleen Santos as General Counsel. Kathleen joined the board staff May 1, 2020, and will serve as deputy general counsel for the Texas Real Estate Commission (TREC) as well.

Before joining TALCB and TREC, Kathleen worked in private practice in the area of property-tax litigation.  For more than six years, Kathleen represented property owners in dozens of counties throughout Texas. Kathleen also previously served as an Assistant Attorney General at the Texas Attorney General's Office.

Kathleen graduated with Special Honors in History from the University of Texas at Austin and earned her JD from Baylor Law School.  At Baylor, Kathleen received the Dean's Excellence Scholarship and also clerked at the State Office of Administrative Hearings.  After law school, Kathleen clerked at the Office of General Counsel at both the Texas Commission on Environmental Quality and the Texas Governor's Office. 

TREC and TALCB oversee real estate brokerage, real property appraisals, inspections, home warranties, and timeshare opportunities. The agency also provides education and licensing services, as well as regulation and enforcement of state laws and requirements that govern real property appraisals. TALCB welcomes Kathleen to the team and looks forward to her expertise and insights.
