Job Summary:

Performs highly complex (senior-level) legal work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Work involves preparing legal documents, participating in hearings, interpreting laws and regulations, and rendering legal advice and counsel.

No outside professional practice is allowed by any agency employee without prior approval.

Job Duties:
  • Represent the agency in hearings at the State Office of Administrative Hearings (SOAH), including drafting legal documents, coordinating witnesses, and presenting evidence
  • Manage a diverse caseload of appraiser, appraisal management company, and appraiser education provider complaints
  • Evaluate applicant background checks and criminal history
  • Evaluate course and education provider applications
  • Respond to phone or written inquiries from stakeholders
  • Perform other duties as assigned
Minimum Qualifications:
  • Graduation from an accredited law school with a J.D. or L.L.B. degree
  • Four (4) years of experience in law practice, either private or governmental
  • Licensed by the State Bar of Texas, in good standing
Preferred Qualifications:
  • Experience in representing state agencies before the State Office of Administrative Hearings
  • Experience working with and interpreting federal and state laws and regulations pertaining to commercial and residential real estate.
  • Experience in regulatory compliance as it relates to real estate.
Knowledge, Skills and Abilities:
  • Effective written and verbal communication skills
  • Skill in operating a personal computer, to include Word, Excel, and Adobe
  • Knowledge of legal principles, practices, and proceedings; state and federal laws, rules, and regulations; and agency administrative rules and regulations.
  • Ability to learn state, and federal laws and regulations relevant to program areas
  • Ability to write clear and accurate opinions, briefs, pleadings, motions, orders, rules, memoranda, correspondence, etc.
  • Skill in legal research, writing, and analysis; in the use of a computer and applicable software; in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; in mediation and negotiations; and in using judgment to identify courses of action.
  • Ability to plan and organize work, work under strict deadlines, to conduct and advise on hearings, to prepare opinions and briefs, to prepare cases for hearing, to interpret and apply laws, to communicate effectively, and to supervise the work of others.
  • Ability to work with a team to solve problems
Environmental and Physical Conditions:

Normal office work environment, mostly sedentary in nature. Involves speaking to groups of people. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive phone usage and repetitive hand/wrist/finger motions while using the computer.
